Such a great question! It was one of my firsts!
Yes! You can absolutely travel with your foster child! No, you do not need to stay in the county! Yay!

There are some rules and restrictions, of course. It is important to notify your caseworker when traveling, just to be courteous. It is important that the caseworker is aware of the whereabouts of the children.
There are many situations in which the caseworker will gain permission from the biological parents for the child to travel over state lines. This is incredibly courteous, and it allows the biological parents to have some say in the child’s life. That is very important. After all, they are still the parents.
When traveling over state lines, a caseworker will gain permission from the bio parents if necessary, and write up some paperwork to give you permission to care for the child. This is in case the child gets sick or gets in an accident and needs medical attention. So important to have when traveling!
It is really easy to travel with foster kids. Okay, you still have to entertain them and they still ask, “Are we there yet?” but it’s still very convenient from a paperwork standpoint! 🙂
